You just need a Conditional Formatting Rule. With the cells you want the rule applied to<Home Tab<Styles<Conditional Formatting<New Rule<Use a formula to determine which cells to format<in the formula bar insert this formula =$D4>$C4 click on the Format button and choose how you want those cells formatted. Boom, you win.
