I made an interactive dashboard in Excel 2019 - using Power Queries and Power Pivots. I updated my excel version to 2019 Professional mainly to accommodate the use of map charts. I want to share the interactive dashboard with my team (most have office 2016) via a web app. I followed the instructions per the https://www.myonlinetraininghu.....-dashboard link. A co-worker tested the web page, who uses office 2016, and wasn't able to click on any of the slicers because it was published as a static web page - even though I implemented the java script.
Also, he is getting an error message "This workbook contains external data connections or BI features that are not supported."
Is there is a simple way to publish my dashboard using a simple dynamic interface - with my map chart in-tact? What version of excel is needed for my co-workers to view the dashboard - 365 or higher? Do I need to share the workbook in OneDrive? Am I missing something simple such as "share workbook" and then save as web page?
Any recommendations would be very helpful.

Firstly, sharing the dashboard in a web page using the WebApp has no connection to the version of Excel they have on their PC. They do not talk to each other. In fact, you can view the dashboard in a web page without Excel installed at all.
The error message "This workbook contains external data connections or BI features that are not supported." suggests your user is not using the WebApp, but may have opened the file, possibly in Excel Online, as this is an Excel error message.
I have tested embedding my own Dashboard that uses Power Query and Power Pivot and the Slicers work just fine. If you're not concerned about security, then try using the iframe embed code rather than the JavaScript. They both work the same essentially, but with the iframe you can't hide the viewer bar.
Note: You need to share the file with them in SharePoint if you're using OneDrive for Business. If you're using OneDrive Personal and you can't see the embedded dashboard at all, then make the file public in OneDrive.
