Is a download of Power Query required for Excel 365, or is this already considered part of it in the Get and Transform Data? Asking because I do not see it in my COM Add-ins as an option to enable.

Hello,
Yes, it is correct. PQ is integrated in Excel 365 and you find it as Get and transform data.
