Hello Gordon,
As I see it, if you want to use the current layout of your data table/range then you need to create a "helper table/range" where you use functions to sum the Baseline and Current columns per year and month and then create a chart.
As you can see I have created two new sheets in your document, where I have restructured the data in your range.
This will give you what you look for (as I have understood your issue) when using Pivot Table and Pivot Chart.
