Is there a way in PQ to create a custom column using the Excel workbook file date? The Excel workbook file does not include the date the file was downloaded. I would prefer PQ to reference the date downloaded/modified, rather than having to type this in manually myself.

Yes, if you use the Get Data > From Folder connector, at the Source step you'll find the meta data for the file, including the date created, accessed and modified. You can keep the column you want, including the Content column, so when you click the double down arrow to get the data from the file, the date column will also be present.
