In your column B, there are no duplicate colors for the same set of numbers. So if you sort by numbers first you will not see any difference.
If (for example) there are two blue cells for the number 7, then you will be able to see the sorting effect with colors.
If you need the colors to be sorted in a specific order, you will need to add additional sorting levels and choose the colors as per diagram below.

Did you select the entire area? In what way is the data not sorted properly? It is working for me.
It will first sort column B based on its value and then sort the same values based on the colors in the order(s) specified by you.
The sorting involves the entire row and not just column B (unless you only selected column B)
