Yes, protect your worksheet. In the Home Tab<Cells<Format<Format Cells<Protection there is a check box that is, by default checked, that says "Locked". Highlight and uncheck any cells you want to allow people to edit and keep the rest locked (You can make the change in bulk by highlighting the range you want to unlock and unlocking it).
To lock the sheet go to the Review Tab<Changes<Protect Sheet check anything you want people to make changes to and enter the password (you will enter it twice), and the only changes that can be made are the ones that you allow. Please note, there are ways for experienced users to get around this, but in Excel there are no absolutes. I hope that makes sense. Happy Excel-ling!
