Thank you so much, SunnyKow!!! The only changes I needed to make to your formula was that the first > should be a < and to lock the $D$3 and now it works:
=IF(AND(E7<=$D$3,K7=1),1,IF(OR(E7>$D$3,I7>$D$3),0,K7))
