On my computer the Windows is English and the Excel is Hebrew
As I type in date January 24, 2019
He types me that way - 1/24/2019 as in English
And I need Axel to write like that - 24/1/2019
How do I set the dd / mm / yyyy template by default to Excel?

Hi Lea,
This is controlled by your Region settings in Control Panel.
Your Windows may be set to English but it might be set to English (United States) region hence the mm/dd/yyyy format you are seeing.
Juts change your Region to Hebrew (Israel).
