I am setting up the finance tracker to track my budget for 2026 and I need to enlarge the area that is used on the Bank Transactions tab within finance_tracker but it looks like that it is locked down to only B4 toJ651 in Name Manager.

Not sure which tracker you are referring to, but I assume it's Mynda's "Personal Budget" template.
All tables in that file are structures Excel tables that will expand automatically when you add rows at the bottom. Even though the references in the Name Manager seem to be hard-code absolute ranges, they will adapt to any change you make to the table. Save your work first, expand a table and see what happens to the references in the Name Manager.
