I believe the attached file contains a working PQ solution. It's not very fancy but it does the job. A number of custom columns that pick-up the correct "cells" from the table and then clean it all up with filling up/down and filter. All done by clicking in the user interface.
If you are somewhat familiar with PQ, you should be able to follow it. If not, come back here.
