One way is to create a column chart and hide all the lines. Draw a circle and move it below the column and group them together to create a thermometer effect.
Since you have two indicators, I plotted the temperature as two different series and moved one to the secondary axis. I then set each series to No Gap and fix all the axis values to prevent the chart from auto calculating and adjusting its size. Now change the Major Tick Mark type to Cross and you have a simple thermometer chart.
