Hi Joaquim,
Measures are a DAX/Power Pivot term. Power BI uses both Power Query and Power Pivot, although it's less obvious that you're using those tools than it is when you're in Excel.
The Power BI measures are done in the modelling side of the program and this is essentially Power Pivot, not Power Query.
You can write Power Query formulas to calculate columns, and this is the most efficient place to do these type of calculations, but you can't write measures.
