How can I get the format syntax to only show 1 or 0 decimal places?
FORMAT(DIVIDE([# SUN's]-[# SUNS Prv Year],[# SUNS Prv Year],BLANK()),"Percent")& " Decrease")

Try a custom format like so:
=FORMAT(DIVIDE([# SUN's]-[# SUNS Prv Year],[# SUNS Prv Year],BLANK()),"0%")& " Decrease")
