I have a question about goal Achievement %age actual vs target calculation.
My target is monthly 1.5%, which can be exceeded; however, the actual is 6.4% higher than the target. So how do I calculate the Achievement %age? If I figured Actual divided by the target is incorrect as the maximum target was 1.5 % and couldn’t be exceeded.
What should be the formula? Thanks in advance for your assistance.

This is a math question, not an Excel question. I don't know what your definition of achievement is in order to tell you how to calculate it.
You also contradict whether the target can or cannot be exceeded - first you say it can, then you say it can't.
This is what I understand from what you've said:
Your target is 1.5%. Your actual is 6.4% higher than the target. Therefore your actual is 7.9% of something. Don't know if that helps.
