Hi Ahmad,
You can create a nested axis by referencing two columns for the horizontal axis range. See example attached.
Note: I don't recommend using smoothed lines since the top/bottom of the line can often appear higher/lower than the actual point. For example, the Actual line in your chart appears to max as 44% but the actual max is 42%. The oragne line appears to peak much higher than the target.
